What is Measure 114?

Oregon Measure 114, also known as the Reduction of Gun Violence Act, was a ballot initiative that was narrowly passed by voters in the November 2022 election. It passed with 50.65% voting "Yes" and 49.35% voting "No" in the November 8, 2022 election - a margin of just over 25,000 votes!
Measure 114 introduced stricter gun control measures, including:
- Permit-to-Purchase Requirement – Requires individuals to obtain a permit before purchasing a firearm. The permit process includes a background check, fingerprinting, photo ID, and completion of a safety course.
- Magazine Capacity Limit – Bans the sale, transfer, and manufacture of magazines holding more than 10 rounds, with limited exceptions.
- Stricter Background Checks – Closes the "Charleston Loophole" by requiring background checks to be completed before a gun is transferred, instead of allowing sales to proceed after three days if the check is incomplete.
